HARMONY RIDGE ESTATES HOMEOWNERS ASSOCIATION
PUBLIC BOARD MEETING
6:00pm at Library
September 8, 2008 (Rescheduled from 9/1/08)
CALL TO ORDER
OPEN DISCUSSION
A question was raised about lumber lying on an empty lot presumably belonging to Mark Rutt and flashing left behind after roof repairs. Nancy will ask him to remove it. Update: lumber and flashing have been removed from the premises.
Rocks surrounding the ponds have weeds growing. Paul Novey will be asked to deal with the weeds.
Roger T. keeps the ponds full with his garden hose. The board approved a new hose and will consider at the next neighborhood cleanup in the spring to lay an underground PVC pipe to house the hose.
A caulking issue was raised by a homeowner in the Hearne units that had not been taken care of. Update: caulking of the window has been completed.
The pea gravel around the water feature has been blown away and weeding that area has become an issue. A homeowner pulled and sprayed all of the weeds recently but we will have Novey bid on doing this task on a more regular basis.
APPROVAL OF JULY MEETING MINUTES
After discussion and clarification concerning the Hearne unit’s fences, the minutes were approved.

OLD BUSINESS
* Phase 2 update – The Board reviewed the request from Jim Newcomb to release him from his obligation to the HOA a “Standby Fee” for each lot in phase 2 until which time it is sold. The Board could find no out clause in the agreement so the $10 fee for each unsold lot will continue until sold.
* Fencing surrounding Hearne units – clarification of the process was discussed. A meeting of all Hearne unit owners will take place in October/November to further define the options
* Townhome yards & common area are looking much better. Weed spraying and fertilizing was redone at no charge.
* Yard watering and fountain will be shut down mid October.
* Water on the Rocks - Bill Eckles, President, came to the meeting. He had the problem pump checked three times and was unable to identify the problem so it was taken out and replaced with a new one at his expense. He has assured us that he will not leave us without having the feature being fully and consistently operational.
* Lighting along path to fountain – Existing lights are in working order and the replacement light is being ordered. Should be completed by the end of September.
NEW BUSINESS
* Letter sent to the Board by concerned HOA members – The Board prepared and handed out a written response to the concerns that were listed. Brief discussion ensued and the matter was tabled for further discussion at the next meeting after members have had a chance to read over the Board’s reply.
* The board will check with Larry Peterson about insuring the retaining walls.
